Our Government client in Parramatta is seeking an experienced Program Manager to lead and manage the set up of a major ICT capital program.  Your prime responsibility is to ensure the organisational change and benefits are delivered within specified tolerances and in accordance with mandated policies, standards and procedures.

Key Responsibilities: 

  • Ensure that the program is managed and delivered to a professional standard and in accordance with policies, standards and procedures
  • Provide leadership at a team and senior level and negotiate issues and solutions
  • Lead, motivate and develop the Program Delivery team through day to day and formal performance management processes to facilitate achievement of business goals;
  • Ensure that customer needs, expectations and satisfaction are proactively managed including compliance with client specifications and quality assurance standards;
  • Lead the planning and designing of the program in accordance with Program Methodology. Proactively monitor program overall progress, manage risks, resolve issues and initiate corrective action as appropriate;
  • Maintain overall integrity and coherence of the program. Develop and maintain the program environment to support each individual project within it and their interdependencies together with dependencies with other Programs of Work;
  • Ensure that the new products/services delivery from the projects meet program requirements, are of a high quality and are delivered on time and within budget;
  • Monitor and report on overall program status to the Program & ICT Boards against established project KPIs and Vital Signs using the project management tool EPM;
  • Monitor and manage external vendors as outlined within the contract and SOW. This includes analysis, project tracking, relationship management, deliverables, monitoring, reporting and financial management;
  • Ensure maximum efficiency in the allocation of resources and skills within the projects dossier;
  • All other tasks as directed by the Senior Responsible Officer – Executive and/or PMO related to delivering / supporting the Program; and
  • Agree to participate in security vetting procedures prior to engagement and/or at regular intervals (generally every 12 months) during contract period

Skills Required: 

  • Demonstrated strong leadership and management skills with proven ability to quickly earn the trust of sponsors and key stakeholders (internally and externally); mobilise and motivate teams; set direction and approach; resolve conflict; deliver tough messages with grace; and execute with limited information and ambiguity;
  • Excellent interpersonal skills with demonstrated ability to communicate at all levels with clarity and precision (orally, written and presentational) with proven facilitation, influencing, negotiation and strong analytical, problem solving skills and business acumen;
  • Extensive experience in managing a large multi-faceted program;
  • Proven experience in managing cross-dependencies and prioritization;
  • Demonstrated experience in providing accurate program status reporting including financial and resource forecasting and management;
  • High-level facilitation, negotiation skills and communication skills, successful demonstration at building relationships with key stakeholders, internal or external vendors whilst managing a successful team;
  • Certified in Program and Project Management Methodologies, preferably practitioner level of Managing Successful Programs (MSP) and PRINCE2, demonstrated skills and experience in using these methodologies in delivering ICT programs;
  • Understanding of government and corporate management policies, procedures, guidelines and legislation.
